I currently have a nest thermostat at home and use the Nest app. Which I am quite happy with.
At work we recently installed a nest thermostat also. I could not for some reason install it on the google home account. So I maybe mistakenly added to my home nest app.
I would like to share just the work nest with coworkers without also sharing my home nest. I have a google account for myself but also have a google account for work.
What I would like to do is migrate just the work nest to the google home account so that I can share with coworkers that way? Is that possible? I have tried scanning the qr code on the back of the work nest and the set up on the Google Home app bounces me back to the main menu. Any help would be

I would use my home account on the old Nest and certainly not migrate, as you cannot go back. You may want to try the Google Home, but just generate a new gmail email account to test. That way you can always go back to the old nest account as you have not migrated.
Regarding work, just setup as an account for there, and login and out for each system. Yes 2 accounts, but you still also would have the old Nest account.

I have set up the Google Home App with my work email address. It will not allow me to add the work nest. I click on "add device", go through all of the steps, scan qr code and it brings me back to "add device" page again. Can I only add the thermostat to either the nest app or google home app, not both?

You can only use one email, but you can add several thermostats to the email.
You cannot add a thermostat from a different email to that account.
I suggested using work email on say Google home app, with work thermostat.
Then home email for home thermostat using Nest app.
