Nest hot water not controlling boiler and not working

Good afternoon everyone. 

I have just moved into a house that’s just been renovated by the previous owners. 
We have no contact with them unfortunately so we have had to find our own way with everything without help. They have installed nest thermostat heating  system with 4 zones. One thermostat controls the lounge heating and hot water. The hot water tank has been heating with the immersion heaters. I turned these off and we are trying to heat the water tank with the gas boiler. When I select on or boost with the water the nest terminal clicks but the boiler doesn’t turn on to heat the water and the valve doesn’t open to the boiler. On trying the same with the room heating the same thing happens but the boiler turns on and valve opens to allow flow to the radiators. Can anyone help please? We have had 2 plumbers have different ideas. One wants to install a new nest thermostat and wireless terminal to control the hot water only? Isn’t this what the existing terminal should be doing. Photos attached to help explain. Any help would be hugely appreciated. Thank you Jon

The Nest does give you an option of both heating and hot water, you are correct. You need to find out the connections inside the Heat Links. The 3 Heat Links have been looped together, but that could just be for heating only. You will see by removing the covers, terms 1,2,3 are heating, and terms 4,5,6 are hot water.

Terminals 2,3 on each Heat Link are in use for the heating, but you would only need one Heat Link to operate the hot water. That would mean just one thermostat display would be dedicated for hot water.

Have a look under the covers to see what the connections are.
