I've had the nest 3rd generation learning thermostat on the main floor of my house for two to three years now. And I installed it myself and got the app working for it on my phone and also in the home app for nest. I installed it using the two wires that had been used on previous thermostats upstairs and I have a hot water boiler heating system for it to control. No air conditioning or fans etc.

This might be an account setup that you do not remember. Verify first if your downstairs thermostat is connected to an account by going to its settings. If so, check the Google Home app and ensure that you are signed in with the correct email account associated with it, and if you are, check for the other available home structure where it might be linked.
If you still can't discover your thermostat, try signing in to a different email account you have. Also, it looks like you have the Nest Thermostat 2020 model, which doesn't have the lock feature. But here's an alternate setting for you to hold the temperature on the Nest Thermostat.
