Nest states no power on c wire

Connected nest today for the first time. Will work without c wire connected (internal nest battery) but when c wire is connected states error e79 wire detected but no power. Multimeter shows 26v between c wire and any other wire. Suggestions on how to fix this?

A few questions: Who installed the Nest Learning Thermostat? Are all the wires firmly seated into the terminals including the C wire? Also, can you help me with your Nest Learning Thermostat's power reading? 
 

  1. To open the Quick View menu, press the thermostat’s ring.
  2. Choose Settings.
  3. Turn the ring to highlight Technical Info then press the ring to select it.
  4. Select Power.
    • Battery
    • VOC
    • VIN
    • IIN
