Nest stuck heating to 16 degrees but set at 12degrees

Help - my nest thermostat has a mind of it’s own it heats to 16 degrees constantly despite being set to 12 degrees currently but eco preferably.  Burning through oil when not there only way to switch off is at boiler switch?

Plumber checked says there is no mechanical problem any ideas?
