Nest thermostat off but water running

Hello people,

new to this product hopefully able to get help from. Installed Nest yesterday, I only wired Heat(W) power(R) only for heating purposes, that’s only two wires from original as well.

When I turned off the system, the water from my baseboard heater still running, but no heats out. I wonder if did something wrong with setting makes the water still running to set temperature I guess, but I checked I have turned off set temp setting already.
