Nest thermostat

 Hi is see two jumpers here. I am looking for the solution. I can use the blue wire inside the wall for a common. But in 36 years of electrical experience I don't recall seeing the Y and the W with a jumper. Your thoughts?

It hard to imagine a thermostat that has an O/B terminal, needing the jumper between W and Y.  Needless to say with a Nest Thermostat you will not need the jumpers.  If you indeed you have a heat pump, you will have R/Rc, O/B, Y/Y1, and G. The blue conductor can be used for Common,  however, you may need to connect the blue wire to the Common in the air handler.
