I have two Air Handler systems in my home. I have my downstairs A/C and furnace operating on a Nest (2nd Gen) Learning Thermostat. This is working on my Google Home Account and the Google Nest Max Display. I have installed a second Nest Learning Thermostat to my upstairs A/C. It connects successfully to the wifi and I get as far as reading the QR code when adding the device to the Google Home Account. It does not appear in the list of devices. Please advise. I have tried this several times.

I spent the day with Google Online Chat support. It turns out I have to add the new Thermostat to my Nest App before Google Home will see it. Then for my Nest Hub Max to see the second thermostat I need to say "Hey Google - Sync my devices". Then the second device shows up on my Hub Max. Straight forward once you have explored all the blind alleys.
