Help! Too hot and Takes way to long to get to desired temp to cool off house. An electrician inspected for county and said it didn’t take long for him to switch back to his old thermostat

So the nest thermostat doesn't actually control the speed at which your house heats are cools it only sets the temperature for your HVAC system. As the thermostat learns your preferences it'll set the temperatures earlier so that it's at the desired temperatures when you want it to be for example when you get home or when you're going to bed.
A slow to heat or cool system could be caused by many things, one of the most common culprits are incredibly dense furnace filters. I've been telling people for years don't spend the money on those expensive furnace filters you can get the mid-range ones for a much more affordable price and change them out every 3 months as you're supposed to. This results in less restricted air flow and since you're changing them every 3 months cleaner air.
