Thermostat: is offline, low battery, sluggish to respond. Have had more than 1yr w/ no issues.

When I purchased this home 13 months ago it came with a Nest Thermostat E. Since then it worked perfectly, connected to the internet, and was responsive to the app. While I was on vacation last week it went offline. At first I thought maybe there was an internet issue or power outage, but my other smart devices (not from google) continued to respond as designed. I came home to find that the thermostat was sluggish to respond to anything and said low battery. As various indicators said I should plug it into a usb i did so. It did not improve the situation. I read that I should restart my router and a/c unit. No change to the problem. I read to look at the power settings. They fluctuate wildly: Battery tends to be in the 3.5-3.7 V range,  Voc is consistently 39.69 V,  Vin fluctuates wildly ranging from 6.78V -38.40V, Iin also fluctuates from a low of 8 mA-40 mA. Fluctuations do not necessarily correlate with whether the a/c unit is on or off.  My a/c unit has not blown a fuse as it works fine.
