Thermostat not working e23 code and all trouble shooting failed. No heat! Getting cold in here.

Is this an existing install that was previously working, or a new install that has not worked yet?  Something else?  Which Nest Thermostat do you have?

The E23 error is related to power on one of the wires. I am not sure but I think it may be related to cooling and could be an Rc connection.  It is just as likely or maybe even more so to be a problem with the HVAC unit rather than the thermostat.
