Thermostat without WIFI

Hi everyone and thank you in advance for any help.

we spent the first night in our home very cold and i'm trying to see if it's the wiring or the furnace. we don't have wifi yet, so i tried hotspotting off my iphone but it did not last, and also did adjust the thermostat manually. it was 13C when we arrived and after 24 hours did not get above 16C despite being set for 21C. 

any ideas? it warmed, but just not enough. sound like HVAC or some issue with the wiring of the thermostat? this system worked perfectly for the previous owners.

To assist you better, please answer the following questions:

  • What type of Nest Thermostat do you have? 
  • Is the Nest thermostat newly installed?
  • Did you turn the HVAC system off?
    • Did you recently turn off any breakers?
    • Have you recently experienced a brownout or blackout?
    • Is there a light switch near the heater that controls an outlet?
