Trying to figure out how to make the my thermostat finish on low stage

I have a home with radiant heat and a heat pump. When the house is cold, I want the heat pump to kick in to warm the house, which it does. However when the thermostat is just keeping the house at temp, I want the radiant to operate only so that the floors stay warm. What is happening now is that the heat pump comes on too quickly so the radiant doesn't stay on for enough time to warm the floors. Google sent me an article on heat pump balance, but that doesn't seem to directly address my problem. I know with other thermostats, you can set a number of degrees before the heat pump kicks in but Nest doesn't seem to have that specific functionality.
