I reached out to support about this issue.
Premium isn't available to all users within approved zip codes at this time. They are letting users into premium over time in a gradual rollout. They will be sending email notifications to users upon receiving the option.

Ok... I'm just letting you guys know that I can see the upgrade link in my settings but it just takes me to another page that says renew is not available for me right now that I need to register for the waiting list. But I already have renew I'm just trying to upgrade to premium. So then I get an email today telling me to upgrade to premium with a link and that link also tells me I'm not eligible that I need to sign up for renew.

Understood — thanks for letting us know. When you're at the Nest Renew portal in your web browser, did you ensure that you're signed in using the email address you used to sign up for Nest Renew? You might need to sign out then sign back in just to make sure.

Just deleted all of my browsing history and cookies etc.....still the same thing. I wanted to add that I'm not annoyed about this. Just letting Google know there's an issue.
