cooling turns on and off briefly then stays on

About every third time my air conditioner starts, it runs for about 3 seconds, then turns off 3 for seconds, then turns on again to complete the cooling cycle. It has been doing this with and without a C wire. I had an AC repair guy install a C wire for me, then I did a factory reset on the thermostat and neither fixed the issue. I am using a nest 3rd gen learning thermostat. Battery voltage is 3.926 and lin is 200 mA (c). Voc and Vin are both 34.18V. Reading on here led me to believe it was a power issue. On my old thermostat the R and Rc terminals were jumped but I am reading not to jump nest thermostats. The yellow wire is in the Y1 terminal. Green is in G. Red is in Rc. White is in W1. Blue is in C. How can I make the air conditioner stay on when it turns on the first time? Thank you

 @Botaine when you say the system turns off briefly are you describing the indoor blower fan or the Nest Display turns Blue ( cooling on) then turns black for a few seconds then back to blue?

I'm describing the air conditioner unit outside turning on off then back on again. The fan goes off and on at the same time as the AC. I haven't seen what the nest thermostat display is doing at this time. I'm not sure how to find out beyond watching the thermostat for 30 minutes. I don't seem to get the problem if I adjust the thermostat manually.

I only notice the problem in the morning and that is when my fan schedule runs the fan 15 minutes every hour so I feel like that could be interfering. I'm going to try leaving fan schedule off and let you know if that resolved the problem. However I would like to use the fan schedule if possible. I'm eager to hear any other ideas you may have.

@Botaine , The fan schedule itself does not normally interfere with the actual operation of the air-conditioning system. However, if the system turns on and the compressor starts running, and then all of a sudden it turned off, there’s an automatic delay to not restart the compressor for five minute delay; this is done to allow the pressure in the System to stabilize so that the high side and low side equal to each other so there doesn’t cause a problem with the motor starting again. This is a special safety interlock so it’s not likely that the system is turning off for three or four seconds and then turn it back on.

Yes I've seen the delay with a timer on the display if I repeatedly adjust the temperature. However when I leave the unit to run I don't get any delays on the display so I'm concerned it may break sooner than necessary. I'm assuming the nest thermostat isn't detecting that the air conditioner turns off briefly and back on, otherwise it would have started a delay timer. I think the display would show cooling the entire time but I haven't been able to catch it in time because I only have 3 seconds to go look before it turns off and on again. Maybe I just have a bad thermostat? It is refurbished and I got it about a year ago. I have had the issue this whole time but just recently realized it may break the AC.

It is like there might be an issue with the thermostat wiring or a potential short cycle issue. Double-check all connections, especially the Y1 and C wires. If the problem persists, consider contacting Nest support for further troubleshooting.
