does the Nest Power Connector always give the Next E thermostat enough power?

I installed the Nest Power Connector because I did not have power to my "C" connection.  Hooked up my thermostat and nothing happened.  I read that charging the thermostat using the USB port will get the device working.  Because of the cold temps i wasn't ready to see if that would fix the issue and reconnected my old thermostat.  Is there any way to test that the Power Connector will provide it enough power now that it has been charged?
