should the fan activate when calling for heat

When initially setting up my nest, one of the questions asked was "should the fan activate when calling for heat," it said "you can always go back and change this setting later," (or something like that). Where do I find this setting to change it, without going through a full factory reset, I've looked all through the app and the nest itself and cant find it? As you can see in the screen shot, it says I can "change this to activate from thermostat settings later," but this is not in the settings anywhere that I can find.

No, don't activate, as the furnace (control board) itself will trigger the fan to start. In a gas furnace, most often the flow is like this:
1. Demand for heat
2. Purging of the exhaust flue (exhaust fan on high speed
3. Exhaust fan goes down to slow speed
4.  Hot surface igniter gets power
5. After a few seconds, gas valve opens, gas ignites and combustion process starts
6. Combustion process heats up the heat exchanger
7. After 30 seconds or so (depending on brand) the circulator fan starts to push warm air into the dwelling.

In addition during the process, there are also a number of 'toll gates' or safety steps that are passed (to ensure exhaust is not blocked, to ensure that when gas valve is open, there is also a flame, and to ensure that even if a flame, temperature is not too high).
