16 year old able to get around restrictions

Hi, I’ve had my Google wifi running for a while now and all is fine except my 16 year has figured out how to bypass the restrictions I’ve set up on the Google home app. He has figured out that if he disconnects his device from the Google wifi he can reconnect as a new device and the restrictions don’t activate. I have also recently realised that my original virgin wifi still come up as an option to connect to for which he knows the password. My question is if I change the virgin wifi password will it affect the Google wifi eg: will I have to setup the Google wifi again and reconnect all devices as though new.??

What I could really do with is an option of being able to accept or decline any new device that tries to connect to the Google wifi but there doesn’t seem to be an option for this. Any suggestions welcome
