There's a new owner of the house and I am the previous owner of the google wifi setting. However, I lost my account and I have no google app anymore. the new owner wants to do a factory reset but the registered owner is still me. What if i have no google account anymore - how can the new owner change the ownership so she can do the factory reset?

New owner can factory reset by using the one and only physical button on the unit. No Google account or app needed. 🙂 More details here:
