Only the Google Nest WiFi Router required a wired connection with your modem from your ISP to make it work. The Google Nest WiFi Points can't be wired, they only needed to plug-in into your wall outlet and let them connected wireless with the Google Nest WiFi Router.
When you can't pass the setup when creating a WiFi -Mesh it's not a defect. It's a known issue by Google. The problem is the Google Home app for Android. Google is working on it to fix this problem. In the meantime there is a temporty fix for this. By using a iPhone and using the Google Home app on the iPhone will fix this issue.

Hello folks,
@Jimmijam, thanks for posting. We’re aware of the issue with the access points and it has been resolved already. You should be able to set up your access points using your android device again. Let us know if the issue persists, we’ll be here to help.
Appreciate your help here, @stanleyh.
