Google WiFi connection failed

After a brief power outage yesterday, I cannot reconnect my Google Nest WiFi router to internet. Past issues have been resolved by a network reset in the Google Home app, with an occasional factory reset. Neither works this time. 

When I go to Google Home app,  it shows option for "Setup Nest Wifi router"

I choose home, then setup a new device.

The device is found and asks if I want to set up setupCxx8.ybd”  ( I have disconnected power to the wifi point and only have main router on).

App displays "Nest Wifi router found - Would you to like to setup setupCxx8.ybd"

I click Next and it prompts me to scan the QR code. Once scanned, it says it’s connecting to WiFi and then the error:

"Connection failed: Couldn't connect to device. Try again to tap get help for more solutions"

Continues this cycle with an occasional prompts to check LAN connection.

You have completely removed the network inside your Google Home home before trying to set up a new network?

If not, Google Home will try to add the point you are trying to set up to your existing network. Which won't work.

If that's not the issue you could try this alternative way of setting it up:
