Guest Network Downloads

Is it possible to restrict the speed &/or amount of download over the Guest Network?

If so, would you be able to help me with it, please?

This is not a supported feature, I'm afraid. It's an interesting idea, though, so you might consider submitting it through the "Feedback" menu in the Google Home app.
