I have just signed up for an Account but none of the services will work on my Roku TV everything works on Chromecast though

It's not too clear what you're asking. What does "legally refresh to a new IP address" mean and what does it have to do with receiving Hulu and Disney on Roku? In our case, our ISP assigns our IP address and we have no option to "refresh" it. But we are able to get Hulu and Disney on our Roku devices and TV using built-in Roko options. What "Account" did you sign up for?

You may need to contact your ISP to request them to reset your IP address, depending on if it is static or dynamic.
