It's a long standing problem that Nest Wifi can't properly distinguish guest Wi-Fi devices on the network.
If this is important to you, buy a different Wi-Fi solution, don't wait for Google to fix it.

Client device MAC randomization can also be relevant here.
Both the Family Wi-Fi/parental control and the pausing functionality has been broken by design ever since MAC randomization became a thing years ago. More on MAC randomization from:

Thanks. His reply makes sense, I guess I was lucky as it seems the ability to see and pause individual devices on guest network worked until recently.

Got it! Since that's the case, please file feedback with our product team so they'll be able to receive and review the crash log reports from your Google Home app and Google Nest Wifi devices.
