Nest Wifi Point needs activation, but my country is not available for Device Utility App

I bought Nest Wifi 3 packs from Ebay and send to my country (Cambodia). I could connect Nest Wifi Router successfully. But when I start Nest Wifi Point, it asked me to use Device Utility app. The problem is Device Utility app is not available in my country (Cambodia). Now what do I do to make it work?

Try to set it up with a different Android or iOS device with the Google Home app, same Google account.

I don't think the Device Utility app should be used anymore, but you could sideload it, as in download the APK and install it manually:

Thank you. I forgot that APK is a thing. I just switch from iphone to pixel 8 recently. I used VPN to download DU. But I think APK is the better choice.
