No option to scan qr code for access point

I connected to my nest wifi router. And when setting it up on Google home app if tells me to scan qr code. Got the wifi completely set up and prompts me that this device came with access point to add it. When I go to add device it skips the step to scan qr code and defaults me to a screen that says more steps are needed to activate. When you click the help it says to add set up new device and scan qr code. I never get option to scan qr code.

Makokilla, when it says "more steps are needed to activate", does it not allow you to continue along those steps?

Yes. When I try to add device again it detects the device but then automatically pops up device found but more steps are needed to activate

I figured it out! I didn't realize  when it said "download device utility app" that it was an actual app, thought it meant the app used to set it up, which in this case is Google home. Downloaded the device utility app and got it activated. Thanks for the reply though!
