Port Forwarding

Hello, we are trying to use a Mac Mini as a file server.  We have set up port forwarding on the Nest Wifi app using the Mac Mini's IP address.  We have rebooted the Nest Wifi devices. We have disabled the Mac Mini's firewall completely and enabled file sharing.  We have rebooted the Mac Mini.  However, when we attempt to connect to the Mac Mini it appears that port 21 and port 22 are still closed.  We believe the Nest Wifi is not allowing us to open the ports.  Is there any help you can offer us? We are not sure what to try next.

You don't have double NAT (one more router in front)?

Have you turned off MC randomizations on the client in question? And ideally, is it wired to the primary Google Wifi puck with static IP?

How did you configure the port forwardings in the Google Home app? Like so?
