WPA3 - Transition mode

I see in my wifi settings we can enabled WPA3.  It gives a warning that some devices may not be able to connect.  Does that mean that this is only WPA Only?  I know I have seen many other devices that support a WPA3 transition mode.  Is there a way to enable the WPA3 in transition mode?
