According to this thread:
Pausing might randomly break. A factory reset and set up Nest Wifi from scratch might fix it. Not the solution you are looking for I guess, but it is what it is.

Still can't pause devices and I've tried everything except a factory reset, which I shouldn't have to do to be honest. Factory reset is a pain...

Hi Xarcell,
I understand that a factory reset is not the easiest step to do especially if you have a lot of devices but this would also clear some settings that may be affecting the pause function. Let us know once the results once you've try this.
