I have the same problem and it started around the same time, mid December. Still reporting 0 maps even though any other speed tests show 180mbps+.
I only noticed this because some devices are buffering videos and can't easily stream and it seems the devices don't seem to download above 1mbps so unsure if it's correlated but figured the speed test needs to be resolved at a minimum.
Speed test from google.com works but not the speed test in the Google home app.
I too tried to download an app and it stuck at pending for a long time until it just failed. Is there an upstream provider (ISP) issue at hand here?

This frustratingly resolved itself after 6+ days. There must be a correlation with downloading apps from the play store as well because after I was able to do a speed test and show normal speeds I could download an app without it being stuck in pending and eventually failing.
