Using Google wifi points , got two points from fiber team. First one is connected and working fine. When adding second one to the wifi network using Google home app ,it fails at the step "creating wifi network" and get a message , " the app doest not have permission to connect to hotspot of the Google wifi point......", see Snapshot attached.I am using Google pixel 3 xl phone

I reset entire network and now don't get the error issue is resolved.

I've not seen that error message before. But try the steps provided in this guide, maybe it works?
I assume it's a new unit, but just in case: Make sure it's factory reset:
And that the light shows that it's ready for setup:

What happened when you followed the first URL, "Google Nest Wifi device or Google Wifi point doesn't have QR code"?
