can not add google points

I am totally frustrated. I bought more google routers for wifi points. I have 2 houses with 5 wifi's. When trying to install one of the new routers, it would not read the QR code and would not recognize the set up code. I factory reset one of the existing wifi points and now it does the same thing. I have spent time with the first line google techs. One we spent over an hour. To be clear NOW I am using all devices that worked before. After a few trys, I can get the router set up but can not get a wifi point set up. Tried another android phone and the same thing. The last first line tech helped me notify google feedback but have not heard back. Can Anyone help me?

That certainly isn’t the experience we want you to have, and we apologize for the delay. A few questions: are you using a modem/router combo from your Internet service provider (ISP)? Which Google/Nest router are we working with? What device are you using to set up your network (iOS or Android)? Do you have the Internet on your modem?
