Can I use the Nest Hub as an offline photo frame?

Hello,

If I buy a Google Nest Hub for my elderly parents, can they use it strictly as a photo frame without any internet connection?  The idea is for me to set up everything in Google Photos for them at my place with an internet connection.  I'll wait for the photos to sync through and then bring it over to their place (without internet).  Will it still work for them?
