I use a Google Home mini in both English and Italian. For a few months now I've been having trouble setting an alarm in Italian. I have a hunch it may have to do with "A.M." and "P.M." which don't exist in Italian, but it's almost like the assistant is expecting to hear them. Here's how it goes:
ME: metti una sveglia per le ore 6 domani mattina (set an alarm for 6 o'clock tomorrow morning)
HOME MINI: ok, per che ora? (Ok, at what time?)
ME: alle 6 di mattina (at 6 in the morning)
HOME MINI: ok, per quale giorno e a che ora? (Ok, which day and at which time)
Then I just resort to using English, and by specifying "A.M." and "P.M." I no longer have any trouble.

I appreciate all the details you've shared. I can also see that the commands you used are correct. Have you already tried to check the Assistant language set on your Google Home Mini? Let's make sure that Italian is the primary language of it, and English would be the secondary.
Before you change Google Assistant's language, make sure your mobile device or tablet is connected to the same Wi-Fi network or linked to the same account as your speaker or display.
To change your language:

I have two languages enabled, English and Italian. I use them interchangeably.
