Can not connect Google home mini get message connect to same Wi-fi

The Google Home app found the Google Home Mini, but it can't connect to Wi-Fi.
My mobile and Google Home Mini use the same Wi-Fi, but it shows the message "Connect to same Wi-Fi".

Disable AP isolation and enable UPnP

I still can't connect it. I did a factory reset many times.
(The Home Mini was previously connected to Wi-Fi. I disconnect it)

Does it work if you connect it to a Wi-Fi hotspot?
