Can't connect home mini to phone hotspot

I'm trying to set up my home mini using my phone's hotspot. When I got to the last step, I didn't see my hotspot under the network names so I added it manually but it won't connect. I tried setting it up with my chromebook but it didn't work either. The Home app and my phone are both up to date and my phone is near the home mini. I tried resetting my home mini and restarting my phone too. I had no trouble connecting my TV to my hotspot.

Are you using a different phone or tablet to connect the Mini to the phone's Hotspot?

Exactly, you can't set up devices on the phone you are using as a hotspot. You need a second phone connected to the hotspot and sign in on the home app to add devices and create speaker groups.
