Networking wifi

I see all the time on that my phone and my Google home device need to be on the same wifi.  Is this true? Isn't it actually  correct to say they must be on the same ip network.

 

I have multiple wifi access points  on both 5ghz and 2.4ghz each having a separate Ssids and  connected to each other via an ethernet backbone, multiple ethernet switches, and the router/gateway that connects the home LAN to the internet.  All devices on the home network get an IP address from one dhcp server.

Why the insist that all devices must be connected to the same wifi?  I assume by wifi, it is meant Ssid.  Why can't my phone be connected to one WAP and my device to another given that all devices exist in the same IP network?
