After successfully linking my pandora in the google home app, I asked google nest to play a certain radio on pandora. Google nest tells me my pandora account must be linked first and that I can do that in the google home app. Why doesn’t google nest see that my pandora is linked?

Hi @PW17 , that's a really good question, but hard to say without knowing if the process actually went through correctly. Usually during the process users are tunneled out to their phone's web browser or the app is launched, agree to link, and bam, you're connected.
Are you using the same account on the handheld device that is used/connected to the Nest devices? If so, and it's showing as linked, unlink it. If you can also try clearing background data on the iDevice for both Pandora and the Google Home app. After all of that, reboot your phone, router, and modem and try relinking again. See what happens.
I don't use Pandora, and am not a Google employee, so these are tips based on similar problems reported in the past. You seem to know what you're doing so providing a help article is not going to do any good.
