Why does my Home Mini keep saying it can’t go into pairing mode?

I've tried to unlink my account from my mini pairing and link it up again, but when I press “enable pairing” it automatically tells me that it can’t do it. I’ve tried making a completely new household, and I’ve tried troubleshooting. nothing works.

Let's try factory resetting your Home Mini, follow the below steps:
  1. Unplug the power cord from your speaker. Wait for 10 seconds. Plug it back in, and wait until all 4 lights on top illuminate.
  2. Repeat step 1, 10 more times.
  3. After you plug your speaker back in the final time, you'll need to wait a few moments for the device to reset. It will announce "Welcome to Google Home. To get started, download the Google Home app on a phone or tablet," to let you know that it’s ready for setup.
This solution could be tedious, but your patience is greatly appreciated.
