According to developers.google specs, the Chromecast with Google TV must support H.264 High Profile up to level 5.1 (4Kx2K/30fps) but when I try to play an AVC, High Profile 4, 8 bit it fails lamentably with lots of video lagging and audio desync.
The video file is stored locally in the Chromecast's memory and the playback was attempted using VLC and Kodi, both installed from the Official App Store.
The failing devices are:
This playback was working some time ago but something broke H.264 video decoding. Taking into account that two different devices, that should play this video perfectly, have the same issues, I suspect that it has to do with @Google.

What Chromecast device do you have?
Are you using an Android or iOS device?
Please make sure the Google Home app is fully updated.
Did you reset the Chromecast device and restart your phone?

Hello, all the details are already in the initial message. There are two failing Chromecasts with google TV with the specifics from the message and I am not using the home app, I am trying to play a file directly from the device’s internal memory. Thanks!

I got exactly same problem after latest update on Chromecast with Google tv 4k. Everything in HD or over I try to play stutters and lags. Even GeForce now doesn't work now. Had absolutely no problems before firmware update. Thanks for breaking my device google.

I have Google Streamer and I have noticed that content using H.264 works very poorly.
The image freezes and only the sound is audible.
Is there a chance to fix this defect in the new Google equipment?
