Brand new chromecast with google tv not connecting to tv fully

Chromecast on one tv connects and I can set it up however it has heavy static and noise accompanied with it.

Tried it on another tv and it shows up green and then shows as not connected.

Has this Chromecast ever worked?  It sounds like it may die damaged or defective.   If it's not working on either of your tvs I would seek a replacement if it's under warranty.  

Only thing you can try is a factory reset, confirm the HDMI cable is seated properly into the tv, and that you are using the proper power cable for the device.
