Built in Chromecast goes offline when TV is off even with fast start on?

My Android TV has a built in chromecast that works fine when on, but once the tv is off it goes offline so it can’t be switched on etc via google home. Ive checked every setting I can and nothing seems to work any ideas?

This really seems to be dependent on the brand/model of TV you have and whether the manufacturer built the TV features/settings with this kind of functionality in mind.
