I have an old Chromecast device, I factory reset it because I was unable to get access to the account it used to be on. My tv is now on the screen that tells me to download the Google home app, which I did, but my app isn’t picking up that there’s a device to be connected. Please help

Thanks for reaching out and I'm sorry to hear that you're having an issue with your Chromecast.
What type of Chromecast device do you have? Please reboot your Chromecast and manually connect to the Chromecast SSID. Here's how: go to the phone settings > Open Wi-Fi and connect to the Chromecast SSID (Example: Chromecast1234, Living Room TV, Bedroom TV, etc.) > Go to the Google Home app and try to set it up again.
