This happens across all apps some more than others.
I am using the Google TV interface.
This was not an issue with the Chromecast 3rd gen when I cast from my iphone.

Well, happy to report, just watched 2 episodes of dark crystal on Netflix that previously had been having horrible judder/jitter issues and after switching settings to 24fps the 2 we watched tonight played flawlessly! So happy!
I have yet to test any movies on Disney+ , which was having major judder issues as well but I'm assuming/hoping for the same result changing the setting.
Also need to test with some streamed movies on my jellyfin server. But I'm optimistic after tonight's testing.
Regardless, still seems totally unacceptable from Google that it has been persisting this long without a fix or even an official email /statement addressing people attempt the 24fps setting fix temporarily. 🙄😑
That alone might make me just pull the trigger on a Nvidia shield.
I'll try this temp fix for awhile and see if it continues issue free tho.🙏🏻🙏🏻
It was so nice to watch something finally and not be completely bothered /annoyed the whole movie. 🙌🏻🙌🏻

Update time. Got my replacement CCWGTV 4K today. Has not fixed the problem. Only way to avoid the judder is to manually set the frame rate to match the content. Won’t be using this device until there is another software update.

More than 400 answer and the temp solution is put 24 or 60 frame rate on the GCCWGTV and swap between each movie to set the best?

My chromecast says no update available for now. And I don't see anything relative to the framerate in the changelog.

I got an update two days ago that said the update was for May 16, 2023. But it was not on the HD Chromecast I have it was on the regular (but new) Chromechast with Googel TV I have on a second TV. I did not see any change from prior issues. 🤔

Google absolutely doesn't care about this issue. I took me time to understand it but Google products are just platforms to experiments new features and to give big players time to beta test their apps. Fix will come eventually when this version of Android will be use by other brands (Samsung etc.).

Even tho it is terrible and ridiculous that Google can't solve this issue or even seems to care about it based on how long its been going on.... I can at least watch all my movies now judder/jitter free.
Tested manually adjusting the fps to 24 for movie watching across multiple streaming services as well as plex and jellyfin and all have been flawless.
It's a mixed emotion of excitement and disappointment. It's been months I've been struggling with the issue not knowing what was causing it and I'm glad to have a solve, but, I may still switch over to an NVIDIA shield if Google doesn't address this.

If they haven't had an interest in fixing it, they won't anymore. It's as simple as that the adaptation of the frame rate works correctly, something that even the amazon firestick does well, at least with the Prime Video application.

So I got update STTE.2210214.004.A1 for my Chromecast HD that i am using on a 2 year old Vizio Smartcast TV. There seems to be an improvement. I just watched part of a movie that before had a complete STOP in it at a couple spots and those were non-existent. I will try on a couple other things I had an issue with.

Don’t understand why many test said that our gccwgtv is a perfect device.
Nobody see since Android 12, refresh rate don’t change automatically to sync source...

Settings/Display and Sound/Advance sound settings/ None: Never use surround sound

That setting has no impact on the refresh rate issues.

Turn off surround don’t fix judder for me.
Seems only manual setting 24hz works but not happy to manual switch refresh rate.
Go to Apple TV!

I just read about the YouTube's New 1080p Premium option showing up for Google TV users. A 320p video is already so crappy... They are so funny 🤣 My 4 years old raspberry pi gives a better quality.

Anyone else lose the 1080p 24hz option? I now only have 1080p/60, 720p/60 and 480p/60. 24hz was an improvement to my stuttering issue (not a complete solution but did reduce the more noticeable stuttering) but they now managed to break that solution as well

If you are interested in knowing more about Judder (the visual artefact we are experiencing), there is a very good article on the netflix tech blog : they explain the complexity of it. Sadly the "Match HDMI frame rate to content Native Frame Rate" seems not to be implemented.

Netflix has enabled this feature for Google TV. Yesterday I got a window with the information "Fram rate matching is activated..." 🤔

I think that's why Netflix doesn't have the issue, provided you choose "non-seamless" under Match content frame rate. The screen goes black before playback but the frame rate will be correct.
