Chromecast with Google TV chromecast function works despite parental lock

I picked up a couple of Chromecast with Google TVs for my kids in order to take control over screen times while allowing them TV in their rooms.  

The parental controls work fine for Google TV, but they are still able to use their google home mini's to cast programs to their TV and it completely ignores the set bed time on the profile.  I found one watching TV at 1am the other night.  They say they just ask google to play and it does.

Needless to say this is a pretty serious product flaw.  Is there any way to force the device to respect the bed time hours for all functions, or disable the ability to chromecast to the device at all?

Do you have a downtime schedule turned on in the Google Home app for those speakers?
