Constant scrolling issue

Every time I boot up my Chromecast it scrolls all the way to the right. Even if I try to stream from my phone it will just immediately start fast forwarding. It's not the remote because it does it even without the batteries in it. I hard reset the remote manually (removing batteries and reinserting while holding the home button) anyway but unsurprisingly it had no effect. I left it turned off at the wall for 8 hours and when I turned it back on it was still doing it. For that reason I can't factory reset it but based on other posts about the subject that doesn't seem to help anyway. My Chromecast is now completely unusable.

• What is the distance between the Chromecast and your router?
• What is the make and model of your mobile device, and is it running Android or iOS?
