Google TV Streamer has relatively quiet audio output

We also have a Samsung soundbar with audio input from a nintendo switch, audio casting via google home, and the google tv streamer. Everything connects directly to the soundbar, then the soundbar shares video to the TV as needed. 

 

Everything else sounds reasonable at a volume of 10, but for anything from google TV streamer a volume of 16 or so is needed. Then if we switch audio sources back to google casting we get blasted and run across the room to frantically turn the volume down. This makes me think the audio output from google TV streamer is too low. 

 

Can anything be adjusted on the google TV streamer so that its volume outputs are brought up to a reasonable level similar to other devices?
