In the menu of the Google TV streamer, you can set up the IR blaster remote to control power and volume. These options do not work on this RCA TV model L32HD31R - 32 inch HD TV with two HDMI inputs.
These remote codes worked for me on a GE CL3 remote:

To answer your primary question, the Google TV Streamer remote does not support manual IR code entry. Unlike universal remotes, Google’s remote uses a software-based pairing.
Since your RCA model (manufactured by TTE/TCL) isn't responding to the standard RCA or TCL profiles, I recommend trying with other brands. Please try adding your TV again, but search for and test these brands instead of RCA:
