Is Chrome Cast blocking adult sites?

I live in a state where adult sites such as Pornhub are blocked, so to access them I must use a VPN, which Google doesn't really like, but it works.

Up until now, I've been able to use my VPN, go to one of those sites and cast something to one of our Chrome Cast equipped televisions. Just in the last few days, when i attempt to do so, I get a momentary flash of the screen being cast, then the display simply shows the little "Loading" sign and hangs. It would appear that Google has decided to disable casting this content, since the site still has the Cast logo in one corner of the screen.

This problem is on several televisions, with varying ages/models of Cast devices. 

Any information on policy or how to fix this problem?
