My Sony Android TV will not update past 9. Should I connect a new Chromecast 3rd Gen with 12? Is this just cosmetic difference or influences streaming quality?
It's a difference for sure, but don't get a 3rd gen, go for a Chromecast with google tv 4k , worth the price difference, has a UI, and is much more modern than 3rd gen.

Ah, I mean the answer is "depending on your usage" really. Frame rate matching on the newer android is a big plus, this elimates stutter and improves the viewing experience. Also with the older android eventually apps will stop supporting streaming and cease working, so yeah I would say it will be quite a big improvement.
